It must be mounted in an accessible location with proper ventilation around the enclosure. Examples of accessible locations include but are not limited to: cabinet, vanity, closet, basement floor joist (accessible via a drop ceiling and installed avoiding contact with insulation), or attic (installed avoiding contact with insulation).
